Partially because of growing alternatives in identification. Fingerprinting only tends to happen if you were arrested/detained. Then it goes into the big system of fingerprints.

Ah, but the government still likes its ink-and-paper records. Bureaucracies are fueled by the sheer diligence of countless clerks filing bits of paper. It’s an even more efficient energy source than the near-mythological cold fusion.

The terribly unglamorous truth is that I applied for a Federal job, and as part of the process, I was fingerprinted yet again, as I’ve been for past jobs with the government and in the private sector. The big system of fingerprints apparently doesn’t extend to the non-criminal pursuits.
