What marley_station said, basically. Companies who do that are very unprofessional, but that's the way it goes. You just have to keep looking until you find one that still has some common sense.

At least you'll have some paper soon enough. Until then, look for small family businesses (that are still doing well, meaning they're doing something right) or start your own business of some sort.
