It was Bill/Hermione, and they were trapped in a room designed for just married couples that magically trapped them inside until they finally slept together. I distinctly remember Bill saying he absolutely hated some yellow dress of Fleurs, and then in the ending Fleur walks into the kitchen wearing the dress, and Bill and Hermione laugh about it.
