If you are creating a fan fiction based on a previously established fandom like a book, a movie, etc then unless you are copying the work and/or not citing appropriately when you use small sections of the work, then no, it is not plagiarism. If you are writing a story based off another fan fiction author's works, then you must gain permission prior to using their original characters/world etc. The reason for this is that the creators of existing fandoms have the resources if they choose to use them to protect their work. Amateur authors do not, so we take a very dim view of others using their work. Quote
