The drop down for the tags is not there, but the tags themselves go in the summary. So, when editing story details, yes, they can be inserted. Just be mindful that the field only allow for 240 total characters including spaces

there isn't one at the moment. I manually run a query so that users are set to get email notification of reviews. If they don't want that, they tell me and I change it.

The tags HAVE to be as short as they are to fit in the summary. As Bronx said, enclose in quotes, and search summary by tag for the short ones.
