I asked for Oc's to be honest because I've seen literally like all canon male's and find them lacking. The Oc's though can be specifically tailored for the situation.
What do you mean by psychology? Personality wise, I make her bored. Her husband is always working, he son is constantly training to take her husbands position, her sex life is terrible and she's an S-class kunoichi so missions are boring aswell. She's a bit too old for pranks now, so after heading to the market once in her kunoichi gear, she notices one teen practically drooling over her body and decides to tease him, finding amusing out of his reactions.

Seeing as Naruto is my favourite character in the manga, I'd preferably have him off banging the likes of Ino/Hinata/Tenten/Sakura/Satsuki(Fem Sasuke) and the like or make it Naruko and eventually have her join in on the sex. If I settled on Naruko I'd have the student be an orphan and she could act kind of like a teasing older sister.

Naruto's kinda like 15-16 in my head for these stories, while the students are around 12-14 so different clicks really. And met in passing, nothing more really because Minato has his hokage work, Naruto has his 'konoha 12' and kushina has her student/s. It's their own things to keep them occupied, nothing really to do with them.

I was going for more Naruto going through basically his teenage rebellion phase and having a mother everyone wants to fuck wouldn't help at all. So in these sets he'd distanced himself from his parents a bit and Kushina returned to active Kunoichi duty. Well, I see it more along the lines of Kushina's prankster attitude maturing a bit as she grew up. As a Kunoichi, she has no problems flashing a bit of skin to distract enemies for a kill, and she also finds it amusing that the teens she teases would most likely be going home to beat off to the thought of screwing her silly.
Also, for instance because of this attitude if her student gropes her or a teen leers at her she promotes it because she finds it amusing. Well that, and she'd take a certain bit of pride in her student becoming a man among men, not realizing that soon she'd be getting a taste of it.
Generally, I'd give the teen/student quite a bit of previous experience despite their age and that they have a real talent for the sexual arts. I'd generally go the route where Kushina is repressed, due to her husband being too soft with her in bed and only average sized. They could be simple enough. It isn't a far stretch from canon to say Kushina was a prankster and really competitive.So she could find it amusing to tease teens that are practically drooling over her. Or hell, with a Genin team she could lose a bet which leads to fucking. The noble one, basically if they're high up enough in the government Kushin would be forced to obey them. (Mind you, in real serious fanfiction that would be completely wrong because the daimyo really do have little power in the villages, not to mention they're easy targets for assassination.)

While there is still little known about canon Anko, the fandom casts her in the role of a hardened woman, quite sadistic, always up fora good laugh and a quite at home with sexual debauchery and finds perverted actions all in good fun, and is even quite the ease.
Enter a student graduating from the academy, who while good with the natural shinobi arts, shows alot of promise in the art of assassination, espionage, interrogation and the like and the Hokage offers him as an apprentice to Anko.

I see alot of people wanting Sasuke-esq versions of this kind of thing. I don't really see the appeal. In canon, he's more of a whiny emo. Not to mention, he has a too slight build for me to see him in this role. Bishounen do not make well for this kinda role IMO.
I have created a template if anyone wants to use it for a Kushina x Noble story, it doesn't have any sex in it though and was created purely to set the scene and build up anticipation.
It was a sunny day in Konoha, not a cloud in the sky. Kushina Uzumaki walked towards the main gates of Konoha; today she had been given a misson to escort a young noble by the name of Yuuto, the grandson of the Fire Daimyo.
Her husband, the fourth Hokage, Minato Namikaze had briefed her several days ago on the specifics, the brief outline went as follows; “You are to escort the Fire Daimyo’s grandson to Kirigakure, to ensure his safety and attend to all his needs; a shinobi from Kirigakure shall also be accompanying you.”
The 38-year old jonin woman who didn’t look any older than 20 despite having a 16-year old son was wearing her standard jonin outfit; a Konoha headband, her long red hair tied up in a high ponytail with strands framing the sides of her face, a flak jacket over a black short-sleeved T-shirt and form-fitting pants that showed off her shapely legs and round butt.
Kushina knew that this mission would take the best part of a week to complete, since Kiri was far away and the only way there was by boat.
The Daimyo’s grandson had personally hand picked Kushina for this misson, he had apparently seen her in Konoha before and wanted her to by his bodyguard. Kushina had her suspicions as to why she had been personally chosen by the Daimyo’s grandson; normally clients didn’t get to choose the shinobi they hired. That was usually the sole decision of the Hokage but since this was a mission related to the Daimyo, it was a special case.
The reward for this mission was huge, it was 3,000,000 ryo and for a mission that was really only at A-rank level despite officially being S-rank it was unheard of, even the hardest S-rank missions were very rarely given a reward this high.
Kushina wondered if Minato had had the same suspicions that she did, surely he must have realized why she had been handpicked by a pubescent teenage boy? Especially when the mission debriefing specifically stated that she needed to “attend to all his needs.” It didn’t take a genius to work out that being a bodyguard was only part of what was probably going to take place on this mission, for the best part of a week.
The thought made Kushina shudder. She was somewhat shocked that her husband had given her this mission in the first place, it might have offered an enormous amount of money, but it was hardly as though the village was going through hard times. But she figured that due to it being a Daimyo-related mission, he couldn’t turn it down. Still, she had a pang of dissapointment that he could seemingly give his own wife this mission so easily and act like it was just any regular mission.
The Uzumaki-Namikaze household had been completely normal since the debriefing, neither she nor Minato talked much about the mission since, she had wondered if it was just an unspoken rule between them about what was probably going to happen on the mission. She concluded that this was probably just an understanding between shinobi, as one of the shinobi rules states “A Shinobi Must Endure”.
Their son, Naruto Uzumaki was about to be promoted to jonin, she was so proud of him but was dissapointed that she was going to miss his promotion, but she promised once she got back to Konoha she would give Naruto his present for becoming a jonin.
She was brought out of her thoughts as she saw several people standing at the entrance of Konoha as she reached the gates…

No lol, I always draw up a blank when it comes to the flirting and dialogue. I saw a fanfic once with the teasing teacher type, Naruto with an OC Hyuga Anbu for a sensei that he runs missions with.
