To strengthen the jinchūriki's bond with the village, it is tradition for them to be related to their village's Kage. 

Because of this tradition Kushina was forced to break up with Minato marry Fugaku after the Fire Daimyo chose Uchiha Fugaku as the Fourth Hokage instead of Minato.

Kushina hates Fugaku because she knows that he used his position as the clan head to force her best friend Mikoto to marry him, and now also Kushina becomes the wife of the man that she hates, and along with her Mikoto they serve their husband in the bed every night.

Months later the two wives gave birth to two children, Sasuke and Menma.
