This is an idea that inspired by Eroninja by TheLemonSage.

Kushina survived the kyuubi attack after Minato sealed the Kyuubi into her son. Kushina knows that there are men in Konoha and on other villages that not only want her in their beds to be impregnated by them because of her being an Uzumaki, but they also wants ti to use her son as a weapon because of the Kyuubi. So for 4 years Kushina used her knowledge on Fuinjutsu to create a seal that will help her protect herself and her son, her seal is simple but powerful, it is a seal that she puts on her body above her pussy, and and any man that put his cock into Kushina's pussy and fuck her becomes Kushina's slave by this seal.

So with the seal on her body Kushina decides to open her legs to powerful men in Konoha and around the shinobi world to turn them into her own personal army to use for the benefit of herself and Naruto.

Some of the men that Kushina uses the seal on:

1- Third Hokage: as the leader of Konoha he becomes Kushina's first target. Kushina knows that the Hokage wants her to restore her clan in the village to make Konoha stronger, so she invite him into her house and trick him into fucking her by telling him that she wants him to help her into restoring her clan by impregnating her.

2- Uchiha Fugaku: The Hokage tells Kushina about the Uchiha coup, but Kushina wants the Uchiha clan in the village to use them, so she seduce Fugaku knowing that he always wanted her.

3- Zabuza: The Hokage sends Kushina to help Team 7 in the Land of Wave. Kushina seduce Zabuza and take him and Haku back with her to Konoha where Zabuza becomes Kushina personal servant and Haku becomes Naruto's personal servant.

4- The Raikage: while the Raikage is visiting Kushina for the Chunin Exam Kushina sneaks into his hotel room wearing only a lingerie, Kushina's plan is to use the Raikage to control Kumo.
