He keeps trying to confess to her, and she dodges him because she doesn’t want to hurt his feelings with a rejection. Bakugou is persistent however. Eventually Ochako gets tired of protecting his feelings, and invites him to an empty classroom, where Bakugou finds Izuku railing his crush. Ochako tells him he’s just not man enough to date her but her boyfriend thinks he’s cute, so if he wants, Katsuki can join them. For Shouto, it works the same. Alternatively, he could be dating Momo, and Izuku has a crush on the couple. He targets Momo first because he knows she’s disappointed by Shouto’s performance in bed (Izuku doesn’t mind. Shouto doesn’t have a big cock but he doesn’t need one. He’s not meant to fuck, he’s meant to BE fucked. Izuku just has to show him how!) and then they work together to bring Shouto in.
