After the Kyuubi's attack the Raikage almost started a war with Konoha taking advantage of fact that Konoha lost Minato and many shinobi with him.

To ensure that her husbend's sacrifice was not in vain and her son stays safe in Konoha like his father wanted, Kushina made a deal with the Raikage where she become his wife and move to Kumogakure, but in return the Raikage must stay away from Konoha and her son.
