No Kushina x Minato When Kumo kidnaps her,Kushina was fucked by them before they reach Kumogakure but also because of that Kushina was able to kill them and she discover the power of her body "Seduction" she don't need to be the strongest,by using her body to her advantage she can become The Fourth Hokage. 1-Kushina seduce Jiraiya and become his aprantice. 2-Kushina seduce Fugaku to become his wife and gain political power in Konoha. 3-after the 3th Shinobi war Kushina seduce the third Hokage to make her his successor. 4-even after she becames the Hokage and give brith to Fugaku's children Kushina continued to use her body to her advantage with Clan Heads and other Kages and Daimyo...
