The night of the Kyuubi attack went deferent,The Uchiha clan took Part of the fight and Fugaku was able to help Minato to seal it in in his daughter Naruko.
In the Attack Konoha lost Minato and the third Hokage and Danzo.
They Choose Fugaku as Hokage because his help and powers in the fight agints the Kyuubi.
