After Orochimaru and the sand attack Konoha lost The Hokage and many of it strongest Shinobi, the Council and decide that they don't need a Hokage but rebuild their forces،and they have a plan.

They have a jutsu that make any pregnant woman to give brith in one month,but the jutsu will kill the woman and the child if they dont have strong life force,only this who descendants of The Rikudō Sennin  can use it,The Senju+The Uzumaki+The Uchiha.

Konoha have Two Uzumaki,Kushina and Naruko

Two Uchiha,Mikoto and Sayuri

and One Senju,Tsunade.

the Council decided to in the place of three clans will be one clan that combine all the three clans powers.

so they put Kushina,Mikoto,Tsunade in the CRA,Naruko and Sayuri will be trained so when the time come they also will be in the CRA. 

The council promise that no one will touch the children even the fathers and give them compound to live in,but the have to accept any man that will come to the compound to give them child and will go to seduction mission to make strong men from other villages give them children.

Naruko and Sayuri will be trained before in shippuden joins their mothers.

There training will be how to seduces men and how to be better at sex,they will mKe then have sex with shinobi like Kiba,Neji,Haku(he joins Konoha with Zabuza)...

Anko will teach them how to have sex with many men at once(Gangbang),Kurenai teach them how to pleasure with her husband Asuma.

 

-the council have jutsu that can make female become male for a day,some of the women will use it like Kurenai,Anko,Tsume,Hana,Tenten,Hinata,Ino,Temari...
