Starting with Wave Gato would hire them kill Tazuna and help crush Wave to his rule Tsunami being made to become his sex slave. In the land of snow in the past Doto could have hired Konoha to help him take over with Koyuki still getting away her father killed and her mother taken as Doto slave fast forward to the present and Team seven is hired by Doto to find and bring her to him. The bridge was meant to increase trade between Wave and Konoha so even if they were greedy bastards(which they're not) they still would have helped the civilians get their way. As for the Land of Snow, why? Konoha is very far away from that country so Doto would not have sent mission requests to Konoha of all places. The royal family only did so because they were desperate. You know, Will of Fire and peace and all of that. Konoha was created as a place where people could be safe during the warring clans era. It doesn't make sense for them to ever work for Gato. They'd profit much more from trading with Wave than that little shit could ever pay them. And why would they ever help a dictator kill his relatives, the true rulers, and take over a country that's too far away for them to care. It's fine to write AUs and OOCs, but don't suddenly make everybody a greedy soulless monster. It's an insult to the original work and doesn't say much for your intelligence and imagination.
