There's nothing to say what servants of Nero's would be like, so smut prerogative says, sure, all female. And they wouldn't be the ones having fun. Since they're her servants, they're her belongings, so anything that happens between Shirou and them is actually just her using her belongings to play with him, according to her logic. How long? Until they get interrupted by something.
