Charmed/Harry Potter Crossover

There is a story that I've been looking for it's a Charmed Harry Potter Crossover.

Harry is definitely mute and, I think, also deaf because of all the abuse suffered at the hands of the Dursleys. He comes to live with Grams, who is his aunt, and the Charmed Ones. Phoebe wants to go with him to Hogwarts to learn and protect Harry. Dumbledore shows up to take Harry to Hogwarts and does something to make Grams mad and she casts a spell to do change his robes, I think, and he can't reverse it.
