Well, that depends on your definition of learned. I studied Latin for a while but didn't keep up with it and so never went very far.

I have never learned a second language well enough to sound proficient.

I have. Nine years in French Immersion... oh and English wasn't my first language so I guess I learned that too... but it was so long ago I don't really remember.
