He sees a person that is dead (Kate/ his mother/ Danny/ect) that tells him that he fours after he died the world was destroyed by a nuclear bomb or what ever you want really. The Powers That Be saw that if Tony had lived like he was supposed to that he would have arrested the terrorist before they could have. So they send him back in time with most of his memories intact. Essentially he can't remember cases but he can remember things outside of it and little bits of interactions with his team that wont affect how he solves the cases. He can wake up inside his younger body anywhere from right after he gets his detective shield to right before his first day as a NCIS agent. If you really want to you can choose a few days before he meets Kate, but I would prefer before that. Requirements Tony knows that he died because he wasn't respected as team member and a senior agent so he decides to prepare by getting degrees in something that will help him in the field. You can even have him taking lessons from Gibbs on how to fight or something. I would still love him to act the loyal saint Bernard who likes to banter and talks about movies. So please don't have him suddenly turning into a bitter straight-laced guy. Have him reprimand somebody at sometime for being insubordinate. Really as many times as you want ,but at least once. He can't tell anybody. Let him and Gibbs have a close relationship whether it's romantic or father/son. Memories He remembers the fake photo. If this happens again I would love him reprimanding Abby and Kate or even if Gibbs does it. He can remember how Kate died but that is up to you. He can remember getting the plague but that is up to you. He can remember Gibbs getting put in the coma. You can have him lead again or even have him save Gibbs. He remembers The Frog op. He remembers Maddie and Gibbs driving off into the bay. He remembers Ziva and McGee turning the radio off when he went to get voice prints. If you have him live any farther he remembers having to kill Ziva's boyfriend and her pulling her gun on him. Wishes that don't have to be fulfilled Kate lives Ziva become the fifth member of their team. Ziva and McGee get arrogant towards Tony every once in a while and Tony or Gibbs handle it. Gibbs/Tony of Tony/Kate pairing He has connections and uses them on either Jenny or Vance when the try to force him into something.
