I know what story your talking about because Harry had dreadlocks i think in his hair. It was on FF.net but the chances of it being their is slim cause they have been deleating stories left and right. I'll look and post if I find it but im kinda doubting its their.

From what I remember is that the council forced the hokage to abandon Naruto somewere and he told them that Naruto was dead but he was found by the daughter in law the Kage of rock who was delighted to have him cause one he had only grand daughters and he knew exatly who and what Naruto was he was also raised as next in line for the Kage seat. He is going to go to the exams with the determantion to not use anything above gennin leven because he hade heard about Sasuke and didnt want any ability stolen from him or his family. Im pretty sure its not complete but still help if you can.
