I’m looking for a story I read about a decade ago. The basic premise was that Azula, Mai and Ty Lee are all prisoners of the Dai Li.  The leader of the Dai Li gives orders for them to be reformed/brainwashed.  The three of them are for the most part kept separated, handled by different teams/individuals and their story arcs kept separate.  Mai and Azulas arc was boring and I don’t recall much.  I think they tried to get Azula to say “There is no war in Ba Sing Se”   Ty Lee on the other hand was assigned a special agent with “softer” methods than the other two,  with an assignment to turn her into a concubine for the leader of the Dai Li (or some other authority).  Over multiple chapters, her handler uses hypnotism sessions to gradually plant mantras in her mind to make her more eager to please, trigger phrases to force compliance when needed, and other mental shenanigans. They grow fond of each other, but Ty Lee is promised to the agent’s superior.  The story ends with Ty Lee being brought to the residence of her owner in a palanquin, a farewell to her handler, entering the residence and crawling across the floor to a Master she’s never met before.

It was a thrilling read, and far more believable than most things I’ve read before or since. Would really like to find it again.

The title may have been something like “under Lake Laogai” but there are several different stories out there with that title.
