Many men in Konoha want Kushina and Naruko for themselves, but the problem is that Kushina is still loyal to her dead husband, while Naruko has a crush on Uchiha Sasuke.

Naruto is also a pervert and one of the men that are lusting after Kushina and Naruko, but unlike the rest of the men in Konoha he is the Hokage and has the power to gain what he wants, because of this he used his power to force both Kushina and Naruko into becoming his wives using the Uzumaki Clan restoration as an excuse, and incest is common among the clans of Konoha, so no one is able to object. 

So because of Naruto's decision the mother and daughter become the wives of Natuto, formerly their son and brother, and both of them are in wedding dress ready for their wedding night where Naruto is planing to make them forget about Minato and Sasuke.
