The Fourth Raikage is a simple-minded person, and the only reason that he became the Raikage is because he is the strongest in the village. While on one hand his strength is a good thing for Kumo because as a Raikage he is able to use his strength to protect the village, on other hand him bing simple-minded is a bad thing, because it makes it easy for other villages to manipulate him, and Konoha was able take advantage of that and turn the Raikage into their pawn in secret.

The Third Hokage knows that the Raikage hates the late Minato and wants Kushina for himself, so he sent the widow Kushina in a secret mission to seduce the Raikage and make him her pawn. So every moths Kushina spends a week at Kumo after she tricked the Raikage that she is in love with him, during the week Kushina is fucked by the Raikage, but in return she manipulates him and make him give order that are good for Konoha, and while Kushina hates the Raikage, but for Konoha she is ready she ready to do anything.

But while Kushina hates the Raikage that doesn’t mean that she hates his cock, she loves it.
