 Starts at age 13, goes until like graduation at 16. 

 So, the Kyuubi pushes chakra out in Naruko, attempting to find a way out of her. This has the side affect of shaping her body. When the Kyuubi realizes this, he messes around a bit more out of boredom. He ends up messing with her genes something fierce. 

 She starts lactating for some reason early and she freaks out. Sarutobi sends her to a doctor, fearing that this meant she'd been raped or something, but they find out that it's just… coming out of her. They test it and find out her milk is full of chakra and can even replenish depleted chakra stores. So, Naruko ends up going to the doctors daily to be pumped and the milk is used for medical reasons.

 Except it gets out. So ANBU who come back from missions end up breaking into her apartment and sucking at her tits to drink the milk. Naruko at first is freaked but kind of accepts it when she realizes they’re after the milk. She ends up sleeping topless with her window open after a while, because it's annoying otherwise.

 Once this continues, they begin to approach her in the daytime- though not at school. Naruko doesn't like this much but puts up with it. When it gets out to the main population, some of the regular ninja approach her but not many oven there isn't a real reason to do so if they haven't come off heavy missions.

 Her guy classmates get jealous everyone else gets to see her tits because thanks to the Kyuubi and the milk, she has really big ones. (End size is bigger the Tsunade). So she shows them in annoyance. If they all want a drink she lets them and Sasuke ends up reactivating his sharingan. 

 And then- one ANBU decides he'd like to show Naruko some thanks (and he feels cheated that they usually just suck her tits). So he plays with her a bit, fingers her and stuff. Naruko freaks right out but he either a) tells her no one would believe her because she's been letting them pretty much molest her this entire time. B) convinces her it's a thank you, c) puts some kind of silence jutsu or seal on her or d) makes her think it's a dream. You can also make the ANBU female if you want.

 This changes everything. Naruko won't let them stick it in, but they typically get to play with her body or use her breasts to jerk off. This can occur at any time but it's all ANBU who do it- they don't want their fun stopped. But the school kids figure it out and use it to get Naruko to let them do similar stuff. Later on others do to.

 Your choice when they get impatient and start ignoring her in order to screw her. 

 When Naruko graduates, Team Seven is happy they have the portable milk jug with them. 

 Other random thoughts if you want them:

-Someone complains it takes to long for Naruko to take off her shirt and bra. She's told to wear a mesh tank top that's tight enough to keep her breasts from hurting when she runs. It also makes them look like they're popping out. Her nipples are always poking out through the holes. Your choice if she agrees right off the bat or not.  And who tells her to wear it. She wears a jacket to hide this from clients.

-Naruko ends up having to let the other genin teams have a go at her during the exams out of fairness. They can suck only. Or they can ambush her later for more.

-Sasuke gets her pregnant on purpose and she produces way more milk. After she gives birth, she's told she has a year and then they're knocking her up again. (Could be longer or shorter).

-The Kyuubi gets in on it in her mind. 

-Everyone wants her on missions. 

-She ends up moving into a new place and people buy sex toys rather then plants or whatever as housewarming gifts. She often finds herself fucked awake with them.

-she either never becomes Hokage because she gets pregnant to much or she does and pretty much is always pregnant.

-Naruko slowly gets more desensitized to her breasts and starts not caring at all. Often takes off tops. Let's team mates play with her breasts even when on missions. 

Restrictions:

-no Loki or shotacon. Keep it above age 13 at like the lowest.

-No gore or scat or piss drinking please.

 Go wild otherwise.
