The idea of story In a world where Kumo is the strongest village,every village fear Kumo power,but The Raikage want something that Kumo don't have,a Clans and Bloodlines.
so he creat "The Program" where they capturing women and girls from other villages.
The Program Showed success after they captured Kushina Uzumaki and trained her to be the perfect breeding stock,she give brith to five girls,Naruko,Karui,Samui,Karin,Tayuya,all of them in The Program.
The Raikage make kushina the head of The Progrem,her mission is to find women and girl to capture and breed and strong men to seduces and make them joins The Progrem,in the the third war she let Fugaku Uchiha rape her to gets pregnant by him and brings the Sharingan to Kumo(Naruko).
