Rules for story content

After tripping over a content rule you can call me a noob but I cannot find the rules for story content, what is and isn't allowed in the stories.. If someone could shoot me a link I'd be grateful. Also, in the "Shoutbox" tab there's a little red number, what's that mean?

The little red number indicates the number of active users in the ShoutBox.
