Can't finish posting a story

Hello: I'm new and can't finish posting a story.

I am able to enter title / summary / disclaimer etc, but then after selecting ".txt" and hitting "next", it takes me to the "hey, register for the forums" screen.

Using Chrome and R upper corner log in only. Quitting browser / erasing cookies does nothing. Haven't exceeded any character limits in the fields.

Will keep trying (last night couldn't even get to the "enter title" page, but today it worked.)

(like an idiot, I overlooked the captcha window)
