Here is my idea:

Mamoru is brainwashed by the Dark Kingdom. However, his love for Usagi is still very strong and he wants her to join him. Usagi resists at first to join him, but they keep a secret sexual relationship. Finally, Usagi loses hope of turning him good and decides it to join him and she it turned evil.
