Adding a new story?

I cannot figure out how to add a story, I've read the post about how to add a new story, but what it says to do, go to the members panel, click on the authors thing, that stuff doesn't show up. I don't know if Im doing something wrong, or what. Please help. I feel quite stupid right now.

In your user panel, you'll see a listing to the left with the subdomain names (e.g. anime, bleach, etc). Underneath them, is add/edit/delete. Click add, this opens a new tab, and you add your story.
