I'm thinking that a dozen virgin witches are selected each year, at the start of their 6th year, and bound to serve house-elves for 10 years. During that time they can get married if the house-elves permit, but their enslavement continues and the wizard husbands never know their wives are being used by lots of elves. Hermione finds out that Tonks and Fleur are doing this; later on, Hermione and Ginny do it too.
