Trouble is, whenever Bill tries to initiate anything with Fleur, she finds herself always unwilling to go any further than kissing and fondling. Bill just assumes that she’s nervous at the thought of having her sex and doesn’t want to do it before the wedding… but Fleur insists that she actually she does, and has no idea why she is she always reluctant to go much past first base. She thinks there is some magical reason involved, so decides to do some research and finds out to her shock why she can’t have sex with Bill. Turns out she owes a veela life debt to Harry, as a result of him saving her sister in the Triwizard tournament. Fleur, of course, is only a quarter-vela, but it turns out veela life debts apply to witches who are only half or quarter veela too. Furthermore, veela life debts can only apply to those who magically are of age. Instead, the debt will switch to the sibling of the underage witch who is of age, which is why it applies to Fleur and not Gabrielle. Basically, what the debt requires is that the veela witch must sleep with a man who she owes the debt before she can do so with anyone else. Fleur and Bill realise that Harry is going to have to bed Fleur first, otherwise the two of them will never be able to consummate their marriage. So they approach Harry, who eventually agrees to have sex with Fleur. Bill however insists that he’s going to watch them do it… if he’s going to be cuckolded by his own consent, he’s gonna watch it happen and get some pleasure out of it. So he ends up jerking off to his fiancé losing her virginity to Harry. The veela life debt also specifies that Harry must not only have vaginal intercourse, but if Bill and Fleur ever want to enjoy oral and anal sex, Harry needs to christen those orifices too before Bill can also enjoy them.
