Black diamonds

Even though this problem has been identified  more than 6 years ago, it is still on going. Stories are still dispalying with black diamond question marks instead of punctuation in every story I read! I cant change the Wndows in my browser so do I just have to accept that the site mamgers can't solve this issue?

As our staff goes through each archive subdomain to clean up issues, they will address the black diamond problems. However, our staff is entirely volunteer, and real life scheduling has meant that our tech admin has been very stretched. Her work schedule currently averages 80 hours a week, which has delayed a lot of the clean-up in favor of more pressing tasks which keep AFF running. 

We have not forgotten this issue.
