He joins a department at Ministry of Magic. The same one he was in before. And its not a department that was in canon. I remember people has file paperwork at the department before doing certain things. I remember that Crouch Sr exchanged his wife for his son at azkaban. Because he filed the paperwork it was actually legal or something. The other thing was harry filed paperwork to bring back his parents from death.
