We’ve had this discussion about public domain and plagiarism before, and I’m really past explaining that just because someone says a story can be posted elsewhere doesn’t mean it can be posted here. The story isn’t considered public domain unless copyright has expired or it specifically states that it is placed in the public domain (which is more than saying it can be posted elsewhere). Even if it were in the public domain, copying a story and changing names is still plagiarism. And I’m equally in awe of Guest’s Google-fu skills. Thank you!
