Even though she lost the battle by bribing/ blackmailing the councilors Sasuke(F) was eventually made the Hokage claiming that she would set an example. The news came as a shock and betrayal for Naruto and K-11. Sasuke however uses her position to exact revenge on the village especially K-12. She arranges missions that would compromise them, force them as sex slaves, etc. Some instances like Sending Hinata/ other Hyuugas to the land of Iron under the guise of an elaborate meeting but in reality they are made to be Byakugan breeders. Sakura to the Wind village for her medical expertise but was made an entertainment for the elderly delegates at the hospital. Hoax missions where Kunoichis are attacked by horde of Oro’s sick experiments/ breed with them to develop super soldiers. Force Naruto to break the female Kages that go against her while she herself seduces the male ones. Naruto is helpless against Sasuke as his actions could danger his friends who unknowingly would be sent on vulgar missions. However Sasuke does this without his knowledge. Getting rid of potential competition is a part of it as Naruto is not only strong but an object of desire for many females. So having him bound to her every whims brings immense twisted pleasure to her. She does have a tad attachment to him over their past but is overstepped by her need for dominance. She still harbors ill-will for the village for her tragedy and seeks to destroy it little by little. Konoha has excellent shinobis/kunoichis and most of them still opposes her as Hokage and question Naruto’s servitude to her. So in order to tackle this she would either break them to servitude, send them over dangerous missions or screw them over to gather allies from other villages or Nations for her subterfuge.
