Naruto and war against the Yoko Laws

Naruto grows up under intense discrimination from  the Local Civilian Council. From being charged more for his food, clothing and anything else, to be Being taxed on his Ninja income at rates nearly twice as high as other ninjas to even worst laws like the prevention of him owning land, getting married or gaining a spot on the council. While the Civilians despised him, Naruto plots a way to get the laws and other shitty treatment ended, and the best way to sway the council's hearts and minds was to fuck their wives, daughters, female employees and others. Why? Because while the men hated Naruto they loved their wives and daughters and listen to their opinions.

 

Naruto in this story fucks primarily Civilian women or Civilian Born Kunoichi, this can all be put into motion by one woman or all Naruto's plan but atleast 75% of the Women in the story's Harem should be civilians or civilian born kunoichi. This basically guarantees Ayame should be in the Harem even though Teuchi doesn't hate Naruto.

Now you can go two route on the girls, they can be OC's or be Crossover characters. For Crossover characters have fun like Kukaku Shiba being a target because her brother, Kaien Shiba is the councilman, or Moka Akashika Shuzen and her Sisters because her father Issa Shuzen is on the council, later the Council man's new wife Gyokuro and his ex wife Akasha Blood river, maybe Naruto breaks the back of Risa Gremory-Phenex and her assistant/maid Akeno Himejima as a way to get at Riser Phenex.

- Hung Naruto, anyway between 8-13 inches, he must be rather thick. He also has insane sexual Stamina. Almost to the point where the sex with the Civilians is more foreplay unless he has several at a time. 

- The Council men can't know about the fucking atleast until they give Naruto his rights back. And by then it's too late, the Hokage makes the changes to the law permanent. Also their female family members are already taken and are basically powerless at the end.

- A few Kunoichi can be involved but not many Clan ones, no Hinata, Ino, Hana ect. Focus on Ten Ten, Sakura, Anko (she isn't a Clan member), Shizune. These and any other Civilian born Kunoichi are the few that have amazing one on one sessions with Naruto although he can spice it up by going for a three or Foursome.

- Naruto starts using his girls to do other things for him, like buying his food and clothing, cooking, running the businesses he opens from the shadows

- The Hokage, Tsunade or Hiruzen support and help facilitate Naruto's plan as it assist in gaining the Hokage's seat more power and they want to see him happy.
