Starting with Johanna, who doesn't do anything to stop him because he's her darling son and she doesn't want to get him in trouble, he goes after Dawn after meeting her, and goes after all the other females he meets along the way. The three trainers you can team up with (Cheryl, Mira, Marley) all happen to ask for help in fairly secluded areas. Bebe shows him to Hayley's Pokemon Ranch, well away from the city. Gardenia passes out from fear of ghosts, Maylene naively believes a lie about her father's gambling debts or something, and Candice shows him the way to the temple by herself. And female Galactic Grunts, as well as Jupiter and Mars are fair game, too. Those are just some base ideas, free to use or ignore. Just, Lucas running around Sinnoh, forcing himself on different women.
