She can't leave the village for a mission because everyone hate Naruto so she doesn't trust anyone to take care of him and the hokage can't take care of him to not anger the villagers. When she goes to the hokage asking what she can do, the hokage decides to take advantage of the situation and he tells her that if she has sex with him he will give her a S rank mission pay. This is only an idea how i want the story to go, if someone decide to write it he can do whatever he wants.He can have Kushina only with the third Hokage or with multiple men. Well, the idea I had (not sure if it'll ever be written) was that she would, despite initial reluctance and self-assurances that she's only doing to provide for Naruto, finds herself turned on not only by the camera, but also the thought that potentially thousands of guys would get off on watching it, and from there, of course, the sluttification begins. (That's my new word, by the way, contact the guys who print dictionaries!) So, by the time Naruto's of age, pretty much all of the above, plus impregnation-on-camera (my excuse for a bunch of half-sisters that've been raised to be equally slutty), filming while pregnant, and incest once he (and his sisters) are old enough, and any other fetish she finds hot enough try. This is even mandatory for the incest subplot. Naruto not being à pervert would not having the common moral about sex but just not having à hurge sex drive.
