I believe it is uncertain what "were-traits" Bill will have because Fenrir was not transformed when he ravaged Bill. As for Harry, . . . Lupin says, in HBP chapter 16, "that Fenrir regards it as his mission to bite and contaminate as many people as possible." Harry was only scratched, so shouldn't be affected. Hope this helps.
